>Section 1. The ability of Congress to declare wars is hereby revoked.

Section 2. Congress may pass a declaration of war but it must be affirmed and authorized by a direct majority vote of United States Citizens.

  2. >How about taxes no longer being used for war. If you want a war you can vote for it, but you have to split the cost with all of the others who voted for it.
